Zeta and eta spawn zone proposals

Jon proposes the next spawn zones – zeta and eta. Which also would amend zone delta north to not encroach on the skyscraper district. Though AJ complains that they are too bulgy. Jon amends zone delta north to not encroach on the skyscraper area.
